The idea is to get the c2 piece in the right place (b5, and then b3) without letting Black ruin White's plans with the a1-a2-a3 threat.

1. c2-d1!

Now Black has to move his a2 piece, and White can proceed without any worries.
(If Black plays 2. a2-a5, White can also play 3. b1-a2.)
